Kể từ năm 2016, thành phố Spokane ở Washington thường có Đại Lễ Giỗ Tổ Hùng Vương, được gọi là Vietnamese Heritage Day (Ngày Truyền Thống Việt Nam) kèm theo một Tuyên Ngôn.
     Sinh hoạt này của Hội Cao Niên thành phố Spokane, Washington, USA thường lôi cuốn hơn 400 người tham dự ở hội trường, trong đó có nhiều  người Mỹ tham dự.

 Trong tình hình dịch bệnh Virus Vũ Hán  hiện nay, Ban Tổ Chức Vietnamese Heritage Day 2020 đã tổ chức rất thành công:

      (1)  Đại Lễ Giỗ Tổ Hùng Vương 2020 / Vietnamese Heritage Day kỳ thứ 5
            với Tuyên Ngôn 4-điểm của Spokane City đã  được tiến hành ONLINE
                  Thứ Bảy ngày 18 tháng 7-2020 lúc 2:00pm (giờ miền tây Hoa Kỳ)
                   Paltalk Room: TiếngNói TựDo của NgườiDân ViệtNam
             Chương trình được thực hiện chính yếu bằng tiếng Việt, có phụ đề English,
             đã được truyền sang các mạng xã hội Facebook và Youtube,
      
     (2)  BTC đã vui mừng trân trọng thông báo đến quý vị đồng hương xa gần:
           — Thứ năm 16-7-2020, Mayor Nadine Woodward đã ấn ký Tuyên Ngôn 2020.
           — Thứ Sáu, 17 tháng 7-2020 : Cờ vàng ba sọc đỏ đã được trang trọng treo lên tiền đình Spokane City Hall tại cổng chính & Cờ vàng đã  được
          vinh dự bay liên tục trong ba ngày cuối tuần July 17, 18 và 19 năm 2020.

           đời vua Thành Thái. Đối với quốc tế, đây là Cờ Truyền Thống, Cờ Tự Do

Ladies and gentlemen,
Vietnamese Heritage Day is held every year in Spokane, with the purpose of:
1.  To commemorate and appreciate the merit of Hung Vuong Kings, who founded Vietnam Nation
2. To pray to our Vietnam Founding Fathers and ancestors to bless the Vietnamese people.
3. To introduce our valuable culture and history of Vietnam nation.
4. To expand warm friendship and good relations with Americans and local people.
5. To show solidarity in the Vietnamese community of Spokane area.
6. To express the love for Freedom, with gratitude to USA and American people.

Unfortunately, we cannot meet in person, at the Genesis Event Center, as the last 4 years with Vietnamese foods, Exhibitions of the Vietnamese ancient Art and History, to have souvenirs such as stemless wine glass with ancient art printed from Vietnam’s Bronze Drums. Or to receive a 24-page Bilingual Program Booklet proudly sharing our Vietnamese history and culture, and VASA activities. We will print a special bilingual Program Booklet, with the financial support by a Spokane City Grant, awarded to the Vietnamese-American Senior Association of Spokane, supposingly to organize Vietnamese Heritage Day this year at the Genesis Event Center. An essential yearly event, contributing to the cultural diversity of the City of Spokane in the United States.

 

 Ladies and gentlemen, Spokane is a beautiful and peaceful city in Eastern Washington, United States. It is the second largest city in Washington, 5-hour drive from Seattle. There are about 6000 Vietnamese residents here living in Spokane, a mountaineous city with a large waterfall in downtown. There are lots of snow in the winter. Only one Buddhist Temple and a Catholic Church serving Vietnamese community, and there is only one Vietnamese (non-profit) community organization: the Vietnamese-American Senior Association of Spokane. The Vietnamese community here is friendly and cordial in solidarity, with good relationship with the local residents. Spokane Vietnamese businesses here are healthy and successful, and they are trying the best to serve during this terrible Pandemic.

Once again, welcome to our Vietnamese Heritage Day celebration ONLINE. Our program mainly will be conducted in Vietnamese, with English subtitles, on textchat and on video clips. The Founding Father’s Commemoration will be made simple with Văn Tế, the traditional Oration dedicated to our Vietnam Ancestors (no incense, tea, wine, rice cake, fruits, flowers). There will be short Speeches, Vietnamese History, Ancient History. Especially, the Spokane City Proclamation will be presented by Mayor Nadine Woodward of the Spokane government, to honor the Vietnamese Heritage Day,  Vietnamese Freedom Flag, Vietnamese Community, and VietnamVeterans. While are speaking, the Yellow Flag with three red stripes is flying over the Entrance of Spokane City Hall for 3 days this weekend.

This is Vietnam Heritage Flag existed since 1890. It is a symbol
of the Fight for Freedom, to free Vietnam from communism and China ruling.
It is the symbol of the Free Vietnamese Immigrants who once were
political Refugees escaped South Vietnam since Saigon fell in April 1975.

Thưa quý vị, Vietnamese Heritage Day được tổ chức hàng năm ở Spokane, với mục đích:

1. Để tưởng nhớ và ghi ơn công đức Quốc Tổ Hung Vuong đã sáng lập nên Nước Việt Nam.
2. Để cầu xin Quốc Tổ và tiền nhân linh thiêng phù hộ cho dân tộc Việt Nam.
3. Để giới thiệu nền văn hóa cao quý và lịch sử bất khuất của dân tộc Việt Nam.
4. Để mở rộng mối giao hảo tốt đẹp với người Mỹ và các sắc dân ở địa phương.
5. Để thể hiện tình đoàn kết tương trợ trong cộng đồng người Việt vùng Spokane.
6. Để bày tỏ lòng yêu chuộng Tự Do và tinh thần biết ơn đất nước Hoa Kỳ.

Rất tiếc là chúng ta không thể gặp nhau ở hội trường như hàng năm: có thức ăn Việt Nam, có triễn lãm Việt sử và Cổ sử, có quà tặng là những chiếc ly thuỷ tinh có in mỹ thuật trên trống đồng, có một Program Booklet song ngữ dầy 24 trang, để chia xẻ lịch sử và văn hóa Việt Nam. Đặc tập này vẫn sẽ được thực hiện, sử dụng một phần quỹ tài trợ của chính quyền Spokane trao tặng Hội Cao Niên Việt-Mỹ tại Spokane, để tổ chức Vietnamese Heritage Day năm nay. Một công tác cần thiết đóng góp vào nền văn hóa đa dạng của thành phố Spokane ở, Hoa Kỳ.

Thưa quý vị, Spokane là một thành phố xinh đẹp và bình an ở miền đông tiểu bang Washington, Hoa Kỳ. Là thành phố lớn thứ nhì ở Washington, cách Seattle 5 giờ lái xe. Có khoảng 6000 cư dân người Việt. Spokane là phố núi, có thác đổ ở downtown. Mùa đông có nhiều tuyết. Nơi đây chỉ có một ngôi chùa và một thánh đường Công Giáo cho người Việt, và chỉ có một đoàn thể duy nhất là Hội Cao Niên Việt-Mỹ tại Spokane. Cộng đồng người Việt ở đây sinh sống hoà đồng, thân ái, đoàn kết gắn bó, cũng như liên hệ vui vẻ thân thiện tốt đẹp với cư dân địa phương. Các cơ sở thương mại người Việt ở đây sinh hoạt lành mạnh và thành công.

My name is Nguyen Duong, whom the Vietnamese American Senior Association of Spokane has assigned the responsibility of organizing Vietnamese Heritage Day 2020   Warm and friendly greetings to all of you here today. 

Hàng năm, ngày 10 tháng Ba âm lịch, được truyền lại qua nhiều thời đại, là ngày nhớ ơn quốc tổ Hùng Vương đã dựng nên đất nước Việt Nam, tương truyền đã hơn 4000 năm. Trải qua bao nhiêu thăng trầm, rất nhiều lần bị giặc Tàu phương bắc xâm lăng, sức mạnh sinh tồn của dân tộc Việt đã giúp chúng ta lấy lại chủ quyền trong tay giặc.
Annually, on the 10th day of the third month of the Lunar Calendar, through generations, is Vietnam Founding Fathers’s Commemoration Day. To pay gratitude to Hung Vuong Kings who established Vietnam Nation, lasting over 4000 years. Vietnam has survived through many generations resisting the Chinese invasions.

Người Việt Tự Do là niềm hy vọng, là vốn quý cho đất nước mai sau. Khi nào chế độ cộng sản không còn nữa, sự trở về của khối người Việt hải ngoại thật là tối cần thiết cho công cuộc xây dựng lại quê hương Việt Nam.  
The Free Vietnamese are the hope, the valuable investment for the country in future times. When the communist regime no longer exists, the return of the Vietnamese people overseas is truly necessary for the rebuilding of our country.

Sau khi thoát khỏi móng vuốt của quân cộng sản và được đón nhận định cư tại các quốc gia tự do, trong đó nhiều nhất là Hoa Kỳ. Chúng ta không bao giờ quên ơn sâu nghĩa nặng của đất nước Hoa Kỳ dành cho chúng ta. Do đó, chúng ta có bổn phận bồi đắp xây dựng quê hương thứ hai này
After escaping communism and having settled in various free countries, the highest proportion of us Vietnamese resettled in United States. We will never forget our gratitude for what the United States has done for us. For that, we have the obligation to contribute and give back to this country as our second home.

Xương máu của hàng trăm ngàn chiến sĩ và đồng bào đã thấm sâu trong từng thớ thịt của Mẹ Việt Nam. Các chiến sĩ đồng minh, trong đó có  58,000 chiến sĩ Hoa Kỳ cũng đã ngã xuống vì tự do cho Miền Nam thân yêu. Chúng ta ghi nhớ ơn này.
The blood and bones of hundreds of thousands of soldiers and civilians have seeped into the flesh of Mother Vietnam. Allied soldiers, of which there were 58,000 US soldiers, also died for our dear South Vietnam. We remember this gratitude. Chúng tôi tri ân quân dân cán chính Việt Nam Cộng Hòa đã hy sinh, đã hết lòng phục vụ Đất Nước dưới lá Cờ vàng ba sọc đỏ thiêng liêng, cờ truyền thống, cờ Tự Do của Tổ quốc Việt Nam thân yêu.We are deeply grateful for the South Vietnamese soldiers and people who have served and sacrificed for Freedom, under the sacred yellow flag with three red stripes, the heritage flag, the Freedom flag of our beloved nation.  

Ngày hôm nay, đảng cộng sản Việt Nam cấu kết với đảng cộng sản Trung Hoa cai trị, đô hộ,  kiểm soát, xâm chiếm đất và biển của Việt Nam, nhưng anh hùng hào kiệt thời nào cũng có. Người Việt Nam ở trong và ngoài nước vẫn một lòng vì Tổ Quốc thân yêu, nuôi chí quật cường, quyết tâm yểm trợ công cuộc đánh đuổi giặc Tàu và dẹp bỏ chế độ cộng sản – để tái tạo trật tự và công lý cho xã hội Việt Nam.
Currently, the Vietnamese communist Party is collaborating with thế giới Chinese communist Party, to rule, dominate, control, occupy Vietnam lands and sea. But Heroes have existed in every era. Vietnamese people inland and overseas are determined to fight for national sovereignty, to reestablish justice and order in Vietnam.

Right now, at this moment, the Vietnamese Traditional Flag, the Vietnam Freedom Flag is being honored, flying at the front Entrance of the Spokane City Hall. Our beloved flag, the symbol of this Free Vietnamese, was raised on Friday 17, Saturday 18 today, and Sunday 19 tomorrow.

GIỚI THIỆU TUYÊN NGÔN 2020

Qua sự thúc đẩy của Hội Cao Niên Việt-Mỹ tại Spokane Washington, một bản Tuyên Ngôn đặc biệt đã thành hình hồi năm 2016, gồm 4 điểm vinh danh: Giỗ Tổ, Cờ Vàng, Cộng Đồng người Việt và cựu Chiến Binh Mỹ Việt. Chúng ta biết ơn cựu nghị viên Mike Fagan của Spokane City Council, bà phụ tá Anna Everano và luật sư Amina Fields, 4 năm trước đã giúp soạn thảo, đệ đạt và bảo trợ Tuyên Ngôn, sau cùng thì được thông qua bởi Hội Đồng Thành Phố Spokane và được ký ban hành bởi Thị trưởng David Condon lần đầu 2016.

Hàng năm, Tuyên Ngôn được tái lập với nội dung y vậy. Một vị cao niên đã đọc diễn văn cảm tạ, nói lên ý nghĩa cờ vàng, hoàn cảnh Việt Nam và cuộc đấu tranh cho Việt Nam Tự Do. Bài phát biểu này được trình bày trước Hội Đồng Thành Phố Spokane, sau khi bản Tuyên Ngôn được công bố tại City Council rồi trao cho Hội Cao Niên. Bà Anna Everano nay trở thành phụ tá của Tân Thị Trưởng Nadine Woodward. Trong cơn đại dịch, mọi sinh hoạt đều khó khăn. Nhưng bà Anna đã giúp tái lập Bản Tuyên Ngôn và theo nề nếp 4 năm qua là treo Cờ vàng ba sọc đỏ lên cổng Tòa Thị Chính, trong ba ngày cuối tuần có tổ chức Vietnamese Heritage Day.                            PROCLAMATION

WHEREAS, after the fall of Saigon in 1975, thousands of Vietnamese refugees
fled their country in fear of the Vietnamese government campaign of retribution
and political and religious persecution; and

WHEREAS, many of these Vietnamese refugees are now Vietnamese-Americans
who have chosen to make Spokane as their home and as Anh result, contribute
to the economic and cultural diversity of our community; and

WHEREAS, the vast majority of Spokane’s Vietnamese-Americans remember
their heritage by celebrating the history, culture, and the Founding Fathers of Vietnam
on the tenth day of the third month of the Lunar Calendar and by embracing
the yellow flag with three red stripes, also known as the Vietnamese Heritage
and Freedom Flag, as the symbol of the Vietnamese-American community;

NOW, THEREFORE, I, Nadine Woodward, Mayor of the City of Spokane,
on behalf of the citizens of Spokane, do hereby proclaim April 02, 2020 as
                 VIETNAMESE HERITAGE DAY
in Spokane and encourage all citizens to celebrate the cultural diversity
of the Vietnamese-Americans heritage and recognize that
the Vietnamese Heritage and Freedom Flag also honors

ABOUT THE SPOKANE CITY PROCLAMATION

for VIETNAMESE HERITAGE DAY since 2016

Through the encouragement of the Vietnam-American Senior Association of Spokane, Washington, a special Proclamation was initiated in 2016, including 4-points to recognize: (1) Vietnamese Heritage Day (Vietnam’s Founding Father Day, the 10^th day of the 3^rd month, Lunar calendar year), (2) Vietnam Heritage and Freedom Flag (yellow flag with three red stripes), (3) Vietnamese-American Community and
(4) to honor Vietnam Veterans. We are grateful to former Councilman Mike Fagan of Spokane City Council, his former legislative aide
Anna Everano, attorney Amina Fields for kindly assisting us 4 years ago: to sponsor, propose and submit the request for this original Proclamation. It was eventually adopted by the Spokane City Council and signed by Mayor David Condon in the year of 2016.

Then every year after, this Proclamation has been re-activated with a similar content. A member of the Vietnamese-American Senior Association of Spokane gave a speech, expressing appreciation, the symbolic Vietnam Heritage Flag, Vietnam current situation and the Vietnamese struggle for Freedom in Vietnam. This speech was presented at the Spokane City Council Chamber with a short slideshow.
After the Proclamation was presented by Councilman Mike Fagan, it was handed to the Seniors. This ceremonial event at the City Council
has always been broadcasted LIVE via Spokane Government TV Channel, for people of Spokane to be informed.

Fortunately, Ms Anna Everano is now the legislative assistant of Spokane new Mayor/Journalist Nadine Woodward. During this pandemic, all activities are difficult, but Anna kindly encouraged VASA members to re-activate this 4-year old Proclamation. The Mayor Office also offered to raise the Vietnam Freedom Flag at the City Hall entrance, on Friday 17, Saturday 18 and Sunday 19. At this very moment as we speak, during this 3-day weekend, the yellow Flag of the Republic of South Vietnam is proudly flying at the Spokane City Hall. “The Vietnamese Heritage and Freedom Flag also honors the contributions and sacrifices of the thousands of Veterans of the Vietnam War”, as stated by the Proclamation.

In the spirit of this Proclamation, we are celebrating the Vietnamese Heritage Day ONLINE today, Satuday July 18, 2020 in the City of Spokane and worldwide online, also reaching the free people in Vietnam. The following is the content of the 4-Point Proclamation, which will be read by the new Mayor Nadine Woodward, a former journalist for television stations in Spokane.

Kính chào quý vị
Người Việt Nam gọi tôi là Bác Sĩ Mắt Xanh, và Cây Tre. Tôi không phải là người đặc biệt. Tôi đã phục vụ 7 năm tại Việt Nam và Đông Nam Á trong Chiến Tranh Việt Nam, cho đến khi Saigon thất thủ năm 1975.

Tôi biết rõ cuộc xâm lăng của bọn cộng sản vô thần. Họ có chương trình tính toán: PHÁ HOẠI TỰ DO. Cuộc phá hoại này đã diễn ra ở Đông Nam Á, Việt Nam, Lào, Campuchia và bây giờ bọn cộng sản đang tấn công vào nền Tự Do của Hoa Kỳ hiện nay.

Toàn bộ hệ thống hoạt động của cộng sản rất là quỹ quái tồi tệ, và sự tàn bạo của bọn cộng sản là không thể kể xiết. Các mục tiêu chính để họ bao vây giam hãm là: giới lãnh đạo tôn giáo, giới lãnh đạo dân sự, các chuyên gia, và các vị dân cử. Cho nên, điều quan trọng là hỗ trợ những người yêu nước ở quốc gia chúng ta.

Tôi có tham dự Vietnamese Heritage Day tại Spokane, cùng với nhiều cựu binh sĩ tác chiến. Chúng tôi biết người Việt yêu tự do muốn bảo tồn Văn hóa và Lịch sử truyền thống của họ bị phá hủy dưới “búa & liềm” của Chủ nghĩa Cộng sản!

Cảm ơn Thị trưởng Spokane đã ban hành Tuyên ngôn tôn vinh Cựu Chiến Binh Việt Nam, những người lính anh hùng sáng giá, đã từng chiến đấu để bảo vệ Tự Do cho miền Nam Việt Nam. Tôi xin chào ngưỡng mộ tất cả những con người dũng cảm đứng lên cho Tự Do.

Cảm ơn cựu nghị viên Mike Fagan, một cựu chiến sĩ Hải Quân Hoa Kỳ, là người đầu tiên bảo trợ cho Tuyên Ngôn này và Vietnamese Heritage Day từ năm 2016. Điều rất quan trọng trong thời kỳ hỗn loạn này là
Sự Thật và một nền Giáo Dục đúng đắn.

Vietnamese Heritage Day, Spokane July 18, 2020

Lady and gentlemen,

My name is Mac Giao. I live with my family in Calgary, western Canada, less than a thousand kilometers from Spokane. I am very pleased to share with you some thoughts on the Vietnamese Heritage Day in Spokane City. Because of communist aggression, millions of Vietnamese left the country in 1975 to seek Freedom. Most fled Vietnam on small fragile boats. They are known as “boat people”. Numerous people  sunk deep into the ocean.

Many free nations around the world have opened their arms to welcome the Vietnamese boat people. With a humanitarian tradition, a love of freedom, as well the close relationship with South Vietnam, the United States has welcomed most Vietnamese boat people.. Currently, over 2 million Vietnamese immigrants are living in the United States. Vietnamese people are grateful to the United States, and have contributed to American prosperity in many areas.

Vietnamese in exile have found the United States a second home full of humanity. A free society with law and order. The United States is a multi-ethnic, multi-cultural nation. All differences are respected, all heritages are protected. American people understand that to live in harmony among differences is to enrich the United States in culture and social advancement. That’s one reason we have Vietnamese Heritage Day in Spokane  today.

Heritage is the historic customs  and wisdom passed down from our Founding Fathers and ancestors. People who remember the historic customs  will live proudly, will avoid bad deeds, so as not to disgrace their ancestors. The Vietnamese have always been proud to be descendants of the Hung Vuong Kings, who were  established over 4000 years ago. We are proud of our heroic Founding Fathers and Ancestors who have repeatedly conquered the northern Chinese invaders, to preserve Vietnam culture and national sovereignty.

We are grateful to the Republic of South Vietnam soldiers who sacrificed their blood and bones to protect Freedom for Vietnam. The Vietnam War was a violent fight by weapons, between the good and the evil. It ended in 1975. Although the good was defeated, it continues to fight in various ways to foster freedom and human rights of all people living in Vietnam.

The generosity of Americans is similar to the generosity of Canadians toward the new Vietnamese brothers and sisters. The city of Calgary where we live has granted to the Vietnamese community a large plot of land, at a beautiful location, to build a Vietnamese Boat People Monument situated in the middle of a park called “Freedom Park”. Vietnamese people are very grateful to the nations and peoples who have welcomed us, helped us to re-settle, rebuild lives, integrate into new societies, nurture the future generations and contribute to the prosperity of our new homelands. We have Freedom and the privilege to preserve our original culture. That is very valuable.

Vietnam Heritage Day is a chance to affirm those values. It also reminds us, especially our descendants: try to be good citizens in the country we live in, meanwhile, don’t forget the heritage, culture, history of our nation. “Drink water and remember the source”. We must not forget our suffering people in Vietnam who are living under a harsh communist regime, not enjoying the same Freedom as we do.

the Hmong is one of the 100 tribes of Bach Viet, from the Au Co clan.
Legend says the original families led 50 children down to the plain,
and another 50 up to the mountainous areas, to establish new lands
and protect the border.. During many invasions from the north,
Chinese/Mongolians, throughout thousands of years of history,
the Bach Viet race in the delta was strongly influenced by the
Han Dynasty, while people living in the mountains were less affected.
Hmong people are our kin, our ancient brothers and sisters, from the same Nation
of Au Lac in the past, and later the Dai Viet nation. With their civilization in
the mountains, our Hmong fellow countrymen still retain many qualities
and customs of our ancient Ancestors.

Tôi là Dave Lucas, là Huynh Trưởng Hướng Đạo cấp Đại Bàng Eagle Scout. Là một người Cha trong gia đình. Là Trung Tá Thủy Quân Lục Chiến Hoa Kỳ đã nghỉ hưu sau gần 22 năm quân vụ. Tôi cũng là một tình nguyện viên phục vụ cộng đồng, làm việc với các Cựu Chiến binh và các Huynh Trưởng Hướng Đạo.

Tôi muốn dành vài phút cảm ơn tất cả quý trưởng lão Hội Cao Niên VASA đã thực hiện nhiều sinh hoạt yểm trợ cộng đồng chúng ta và yểm trợ Tự Do. Cám ơn các nỗ lực của quý vị cho lý tưởng Tự Do. Đây là thời điểm và cơ hội tốt để hành xử quyền Tự Do, vinh danh Tự Do mà chúng ta được hưởng. Và mừng Vietnamese Heritage Day, các truyền thống và văn hóa đặc biệt của Việt Nam, đóng góp cho quốc gia chúng ta và cho lịch sử Việt Nam.

Việt Nam không may phải chịu đau khổ dưới chế độ cộng sản và mất Tự Do. Chúng ta chứng kiến dân tộc các nước đó bị đau khổ dưới chủ nghĩa cộng sản. Họ không được hưởng những phúc lợi và cơ hội như các dân tộc có Tự Do. Trong đó có quyền tự do tôn giáo, tự do ngôn luận, và cơ hội hành xử quyền tự do— như tham gia sinh hoạt Hướng Đạo BoyScouts, và những sinh hoạt khác mà chúng ta người Mỹ được tận hưởng ở Hoa Kỳ. Chúng ta nhìn thấy những con người tử tế ở Việt Nam đang bị thanh trừng dưới chế độ cộng sản.

Chúng ta cần dành một phút cầu nguyện, để công nhận và ủng hộ cuộc đấu tranh cho Tự do ở Việt Nam. Và để vinh danh những người đấu tranh cho Tự Do ở Việt Nam. Đồng thời cũng tôn vinh lịch sử, truyền thống, và văn hóa của Việt Nam. Hy vọng Vietnam sẽ có thể sớm mừng vui có Tự Do một ngày gần đây.
