The Vietnamese Heritage Day is to

-(1) To commemorate/appreciate the merit of our Hung Vuong Kings, the Founding Fathers of Vietnam Nation
-(2) To share Vietnamese Culture and History
-(3) To extend warm friendship with the local communities
-(4) To foster solidarity within the local Vietnamese community
-(5)-To cherish Freedom, with Love and Gratitude to Vietnam Veterans and USA our second home.

Traditionally, every year, Vietnamese people honor Vietnam’s Founding Fathers on 10th day of 3rd month on Lunar Calendar (will be 4/29 on Western Calendar this year 2023). This ceremonial event will include: Founding Fathers commemoration, Cultural & History Exhibition, Speeches, Videos, Foods, Musical Videos, and a City Proclamation.

A City Proclamation is very important and significant to the Vietnamese community, serving 4 purposes:
-(1) To recognize the 10th day of the 3rd month of the Lunar Calendar as Vietnamese Heritage Day
-(2) To recognize the yellow Vietnamese Heritage Flag and Freedom Flag as the symbol of the Vietnamese-American community
-(3) To recognize the Vietnamese-American community contributing to the local economic and cultural diversity
-(4) The Vietnam Freedom Flag is also to honor the contributions and sacrifices of the Vietnam Veterans.

This year 2023, the Spokane City Proclamation is re-activated, and congratulations to a similar Pasco City Proclamation
issued the first time, to recognize the Vietnamese Heritage Day April 29 and to be celebrated on Saturday May 6 in Tri-Cities, WA.

XÉT RẰNG
, sau khi Saigon sụp đổ năm 1975, nhiều ngàn người Việt tị nạn đã bỏ chạy khỏi quốc gia họ, sợ hãi chiến dịch khủng bố trừng trị, đàn áp chính trị và tôn giáo từ nhà cầm quyền Việt Nam; và

XÉT RẰNG, nhiều người Việt tị nạn hiện nay là những công dân Mỹ gốc Việt, lâu nay đã chọn Pasco làm nơi cư ngụ, và kết quả, là họ đóng góp vào nền kinh tế và văn hóa đa dạng của cộng đồng chúng ta; và

XÉT RẰNG, đại đa số những công dân Mỹ gốc Việt ở Pasco ghi nhớ truyền thống của họ, bằng cách chúc tụng vinh danh lịch sử, văn hóa, và Quốc Tổ của Việt Nam vào ngày mồng 10 Tháng Ba Âm Lịch, và bằng cách ôm ấp thương yêu lá cờ vàng với ba sọc đỏ, còn được gọi là Cờ Truyền Thống và Cờ Tự Do của Việt Nam, như là biểu tượng của cộng đồng công dân Mỹ gốc Việt;

NAY, DO ĐÓ, tôi, Blanche Barajas, Thị Trưởng của Thành Phố Pasco, Washington, nay long trọng công bố ngày 29 tháng 4, 2023 là

                          “Vietnamese Heritage Day”
              
tại Pasco, và khuyến khích tất cả công dân vinh danh nền văn hóa đa dạng của người Mỹ gốc Việt, và công nhận rằng Cờ Truyền Thống và Cờ Tự Do của người Việt cũng đồng thời vinh danh các đóng góp và hy sinh của nhiều ngàn Cựu Chiến Sĩ trong Chiến Tranh Việt Nam.

BLACK APRIL for VIETNAM
For the overseas Vietnamese political refugees, April 30 is “Black April”, a day to commemorate the fall of Saigon
to the north Communist rulers. Every year, on the 30th of April, the anti-communist Vietnamese communities across the free world gather to remember the brave soldiers and civilians (from USA & many nations) who contributed and sacrificed their lives to defend Freedom for South Vietnam – and in memory of nearly half-a-million Vietnamese boat people who lost their lives in dangerous high seas, escaping the terror of communism. April 2023 marks the 48 years anniversary of Black April and the fall of South Vietnam. We the freedom-loving Vietnamese-Americans have always been supporting People in Vietnam still struggling for FREEDOM and HUMAN RIGHTS, with the strong determination to liberate Vietnam from communism –from the ruling of the CCP (Chinese Communist Party).

“Bronze casting began in Southeast Asia….The use and manufacture of Bronze Drums is the oldest continuous art tradition in Southeast Asia. It began some time before the 6th century B.C. in northern Vietnam and later spread to other areas such as Burma, Thailand, Indonesia and China” — Dr. Richard M. Cooler, Professor Emeritus, Art History of Southeast Asia

Most scholars agree the Dong Son drums display an artistic level reaching perfection that few cultures of the time could rival. The
Dong Son drums, especially the early ones, were decorated with very rich and well-composed images of objects, humans and animals. These images together provided a lively description of the ancient early Dong Son society, its people, their daily chores as well as the ancient human spiritual life and ceremonial activities.


                         
Lac-Viet People from the Dong-Son Era
Historians identified the connection between Van Lang nation and Lac-Viet people from the Dong-Son civilization. Vlang, blang is a type of large bird in the Austro-Asiatic Viet language. The Hung Kings also chose a heron (an aquatic bird) as the totem of Van Lang. Over 200 Bronze Drums were found across an area from eastern Indonesia to Vietnam and Southern China. They are decorated with geometric patterns, scenes of people’ daily life, rice process, soldiers march, deers, birds, boats. The sophisticated Dong Son culture in north Vietnam during Bronze-Age is famous for bronze drums, thrived in the Hong River valley (Sông Hồng, Red River), south of Hanoi — from the seventh century B.C. to the A.D. second century. The Lac Viet people from the Dong-Son era are the ancestors of the modern Vietnamese people.

This year 2022, we organized at Shadle Library, Spokane. Capacity is 160 people. Spokane Mayor Nadine Woodward came to personally presenting the 2022 Proclamation. Among special guests are Rep. Rob Chase, Councilman Michael Cathcart, Councilmman Johnathan Bingle, Father Joseph, Filipino friends, Asian Pacificfriends, Hmong friends, City Court Clerk Col Tim Fitzgerald, Vietnam Veterans, Daughters of American Revolution, Vietnamese community members. The MOMENT OF SILENCE

To commemorate the Vietnam Founding Fathers, our ancestors, all brave Vietnamese men and women who have contributed their intelligence, strengths, their own flesh and blood, to contribute for the magnificent Vietnam nation, the Vietnamese people, and the Vietnamese culture.

To commemorate 58,000 American soldiers who sacrificed their lives for the Freedom of South Vietnam. To pay tribute to millions of American soldiers who served and wounded in the Vietnam War, to protect the free democratic Republic of South Vietnam.

To commemorate the million of civilians, soldiers and government officials of the Republic of Vietnam who have sacrificed for Freedom and Human Rights for South Vietnam. (To remember hundred thousands of Vietnamese people who have lost their lives the mountains, forests or or the vast ocean, in the flight to escape the communist regime, seeking FREEDOM)

To pray for people of Vietnam in a difficult struggle to fight against communism, to fight for freedom and human rights,to fight against China agressive ambition to dominate Vietnam.

WELCOME. CHÀO MỪNG và cám ơn quý ông bà anh chị em và quan khách đến tham dự Ngày Truyền Thống Giỗ Tổ Việt Nam. Tôi là Ngọc Châu, Hội Phó Hội Cao Niên Việt-Mỹ tại Spokane. Chúng tôi rất vinh dự và vui thích tiếp đón quý vị, cùng bà Thị Trưởng Nadine Woodward, các dân cử, cựu chiến binh Mỹ, bằng hữu Mỹ và Á Châu từ các đoàn thể. Thật là vui được gặp gỡ quý vị là những yêu nước và năng động.

Kính thưa quý ông bà anh chị em, hôm nay là ngày 10 tháng 4 Tây lịch. Đúng mồng 10 tháng 3 âm lịch, ngày Giỗ Tổ Hùng Vương. Ở Spokane, Washington State, mình gọi là Ngày Truyền Thống Việt Nam. Là ngày nhớ ơn Quốc Tổ đã dựng nên đất nước và dân tộc Việt Nam đã hơn 5000 năm. Có sử gia nói là 15,000 năm, khi các con thuyền độc mộc đã viễn chinh ra đại dương.

–Dear Friends, today is April 10th, western calendar. Exactly on the 10th day of the third month, Lunar Calendar, the traditional Vietnam’s Founding Fathers Day. We call it Vietnamese Heritage Day in Spokane, Washington State. This is a day to commemorate our Founding Fathers who established Vietnam Nation over 5000 years ago. Some historians say 15,000 years, when our ancient canoes sailed out to the Pacific Ocean.

Trong lịch sử, Việt Nam từng có quốc hiệu là Đại Việt, Đại Cồ Việt, để khẳng định với Tàu rằng dân tộc chúng tôi có một quốc gia độc lập, có chủ quyền, có nền văn hóa riêng biệt, khác Tàu. Việt Nam từng bị Trung Quốc đô hộ hơn 1000 năm, Pháp đô hộ hơn 100 năm, nhưng quốc gia Vietnam vẫn trường tồn.
Sometimes in history, Vietnam was named Đại Việt (Grand Viet), Đại Cồ Việt (the Great Grand Viet) — to proclaim that Vietnam is an independent sovereign Nation, with distinguished culture, different from China. Vietnam was dominated by China in more than 1000 years, colonized by France over 100 years, but Vietnam is still survived as a Nation.

Tổ tiên Việt Nam đến từ 100 bộ lạc gọi là Bách Việt, từng sống ở phía nam sông Dương Tử ở giữa Trung Quốc. Bị người Hán rượt chạy, phải di tản xuống miền Bắc Việt Nam để lập quốc. Việt có nghĩa là “vượt”,
vượt qua. Nam là phương nam.

— Vietnamese ancestors came from 100 indigenious non-Chinese Tribes called Bách Việt /Bai Yue, who lived in the south of Yangtze River, in central China now. Being chased by the Han Chinese, our ancestors running South toward the Pacific Ocean, to establish Viet-Nam. VIET means passover, crossing. NAM means south.

 

Thật là đau xót nhìn thấy Ukraine bị Nga xâm lăng. Quá nhiều tàn phá và mất mát.  Chúng tôi ngưỡng mộ dân Ukraine kiên cường kháng chiến. Chiến tranh kinh hoàng ở Ukraine khiến chúng tôi chạnh lòng nghĩ tới Chiến Tranh Việt Nam. Dân quân Việt Nam Cộng Hòa cũng đã can trường chiến đấu chống cộng sản Bắc Việt, được yểm trợ bởi Trung Cộng, Liên Sô, và cả khối cộng sản thế giới!
— Our hearts are breaking for Ukraine, being invaded by Russia. So much devastation and loss. We admire the resilient Ukrainian Resistance. The destructive war in Ukraine brings back memories of Vietnam war. The soldiers and people of the Republic of South Vietnam bravely fought against the north Vietnam communists, supported by China, Soviet Union, and the entire communist bloc!
 Bucha ở Ukraine tương tự như ở Huế hồi Tết Mậu Thân 1968. Dân lành cũng bị tàn sát ghê rợn, với nhiều hầm chôn tập thể. Chúng tôi kính mến ngưỡng mộ dân tộc Ukraine yêu nước và anh hùng, thông cảm với khối dân tị nạn Ukraine tha hương đau khổ. Người Việt tự do đồng lòng với cuộc kháng chiến dũng cảm của dân tộc Ukraine.
 Bucha in Ukraine is similar to Huế of Vietnam during the Tet Offensive 1968. Innocent people were also brutally massacred, with several mass graves. Our hearts are with the heroic patriotic people of Ukraine. We respect and admire people of Ukraine. We are sypathized with the suffering Ukraine Refugees in exile. The free Vietnamese stand in unity with the courageous Ukraine Resistance.
 Năm 1973, khi Hoa Kỳ Mỹ rút khỏi miền Nam Việt Nam, người Việt chúng tôi vẫn chiến đấu dũng cảm, chiến đấu cô đơn, trong 2 năm, thiếu vũ khí và đạn dược, cho đến khi Sài Gòn thất thủ tháng 4/1975. Tháng này, đối với chúng tôi, gọi là Tháng Tư Đen, để tưởng niệm 47 năm trước, quốc gia Việt Nam Cộng Hòa tự do bị sụp đổ dưới sự cai trị tàn ác của Việt cộng tháng 4/1975.
– In 1973, when the United States military pulled out of South Vietnam, our Vietnamese people still fight courageously, fighting lonely in 2 years, without enough weapons and ammunition, until Saigon fell in April 1975. For us, this month is Black April, to commemorate the free Republic of South Vietnam collapsed under the cruel communist ruling in April 1975. Hàng trăm ngàn cựu chiến sĩ Việt Nam Cộng Hòa, giới chức chính quyền, giới trí thức bị giam tù, trong các trại lao động tàn ác. Có người bị tù tới 27 năm. Hầu hết quý vị cao niên ở đây đều đã trải qua các nhà tù cộng sản vô nhân đạo.
Hundreds thousands of military soldiers, government officials, intellectuals of the Republic of South Vietnam were imprisoned, in cruel labor camps, even 27 years. Most of our  Seniors here have experienced the inhuman communist prisons. (her husband 9 years, my Dad 13 years).

Ở Việt Nam, chỉ có giai cấp thống trị mới được quyền có súng, để đàn áp dân. Chế độ cộng sản Hà Nội tiếp tục vi phạm các tội ác chống nhân loại. Những người bất đồng chính kiến ở Việt Nam bị khủng bố, sách nhiễu, giết chết, bỏ tù hoặc quản thúc tại gia. Xã hội Việt Nam đang bị lý thuyết cộng sản/xã hội chủ nghĩa tàn phá mọi mặt, nhất là văn hóa và đạo đức — sẽ còn di hại mấy thế hệ.
In Vietnam, only the ruling class has “the right to keep and bear arm”, to suppress citizens. Hanoi communist socialist regime continues to commit crimes against humanity. Dissidents in Vietnam are persecuted, harassed, killed, imprisoned or put under house arrest. Vietnamese society is being destructive by socialist-communist ideals, in all aspects, especially in culture and morality — for many generations.

Người Việt chúng tôi vẫn đang đấu tranh cho Tự Do, nhân quyền, độc lập và chủ quyền quốc gia. Một cuộc chiến thầm lặng vẫn đang diễn ra. Một cuộc chiến bí mật với những đội quân bí mật chống Trung Cộng và Việt Cộng cai trị độc tài. Trung Quốc đã chiếm hoàn toàn Biển Đông của chúng tôi, gọi là Biển Nam Hoa.
We the people of Vietnam are still fighting for Freedom, human rights, independence, and national sovereignty. A silent Vietnam War is still going on. A secret war with the secret army, fighting against the tyranical ruling by Chinese Communist Party (the CCP) and Vietnamese Communist Party (the VCP). China has completely seized our East Sea. They called it South China Sea.

Chúng tôi là một số ít người tị nạn, vô cùng may mắn tới Hoa Kỳ, “đất nước của Tự Do, quê hương của anh hùng”. Quê hương thứ hai của chúng tôi! Nhờ ơn trên, chúng tôi được định cư ở thành phố Spokane xinh đẹp và thanh bình! Chúng tôi rất biết ơn là công dân Hoa Kỳ, quốc gia văn minh tự do, “Tin Tưởng Thượng Đế”. Một quốc gia của Tự do, cơ hội, luật pháp và trật tự. Nơi mà mọi người dân có thể theo đuổi hạnh phúc. GOD BLESS AMERICA.
As political refugees, we are extremely fortunate to reach The United States of America, “land of the free and the home of the brave”. Our second home! We are blessed to settle here, in this beautiful and peaceful Spokane! We are very grateful to be American citizens, of a free civilized Nation. A Nation of “In God we Trust”. A nation of Freedom, opportunities, law and order — where people can pursue happiness. – Dear Friends, Vietnamese Heritage Day is to celebrate FREEDOM, to share our Vietnam’s culture and history, sharing thoughts of our Vietnamese compatriots. Our great honor to have the Spokane City Proclamation, which will be presented by Mayor Nadine Woodward in-person today — to recognize the Vietnamese Heritage Day, the yellow Heritage and Freedom Flag, symbolic of the Vietnamese community in Spokane, also to honor Vietnam Veterans.

Chân thành cảm tạ bà Thị trưởng và Hội đồng thành phố Spokane.—While we are speaking, our yellow Freedom Flag is proudly flying at the Spokane City Hall. Our sincere gratitude to the Spokane Mayor and the City Council.

Buổi tổ chức này dùng ngân sách tài trợ từ Quỹ Văn Hóa Thành Phố Spokane, ban hành bởi Thị Trưởng David Condon tiền nhiệm, cho Vietnamese Heritage Day 2020. Vì Covid, Đại Lễ Giỗ Tổ đã được thực hiện trên mạng, hồi tháng bảy 2020.

INTRODUCING MAYOR NADINE WOODWARD:
Qua sự vận động của Hội Cao Niên Việt-Mỹ tại Spokane Washington, và với sự bảo trợ của nghị viên Mike Fagan, một bản Tuyên Ngôn đặc biệt đã được chính quyền thành phố Spokane ban hành lần đầu vào năm 2016, ký bởi Thị trưởng David Condon. Sau đây, chúng ta vinh hạnh kính mời bà Thị Trưởng Nadine Woodward tuyên đọc bản Tuyên Ngôn năm 2022 và có vài lời với chúng ta.
With the request of the Vietnamese-American Senior Association of Spokane  and with the sponsorship of Councilman Mike Fagan, a special Proclamation was initiated in 2016, signed by Mayor David Condon. Now we invite the honorable Mayor Nadine Woodward, to present the Proclamation of 2022 & saying a few word.
 


 CITY OF SPOKANE PROCLAMATION

WHEREAS, after the fall of Saigon in 1975, Thousands of Vietnamese refugees fled their country in fear of the Vietnamese government campaign of retribution and political and religious persecution; and

WHEREAS, many of these Vietnamese refugees are now Vietnamese-Americans who have chosen to make Spokane as their home and as a result, contribute to the economic and cultural diversity of our community; and

WHEREAS, the vast majority of Spokane’s Vietnamese-Americans remember their heritage by celebrating the history, culture, and the Founding Fathers of Vietnam on the tenth day of the third month of the Lunar Calendar and by embracing the yellow flag with three red stripes, also known as the Vietnamese Heritage and Freedom Flag, as the symbol of the Vietnamese-American community;

NOW, THEREFORE, I, Nadine Woodward, Mayor of the City of Spokane, on behalf of the citizens of Spokane,
do hereby proclaim April 10, 2022 as

             VIETNAMESE HERITAGE DAY

in Spokane and encourage all citizens to celebrate the cultural diversity of the Vietnamese-Americans heritage and recognize that the Vietnamese Heritage and Freedom Flag also honors the contributions and sacrifices of the thousands of Veterans of the Vietnam War.

XÉT RẰNG, 6,000 người Việt tị nạn hiện nay là những công dân Mỹ gốc Việt, lâu nay đã chọn Spokane làm nơi cư ngụ, và kết quả, là họ đóng góp vào nền kinh tế và văn hóa đa dạng của cộng đồng chúng ta; và
XÉT RẰNG, đại đa số những công dân Mỹ gốc Việt ở Spokane ghi nhớ truyền thống của họ, bằng cách vinh danh lịch sử, văn hóa, và Quốc Tổ của Việt Nam vào ngày mồng 10 Tháng Ba Âm Lịch, và bằng cách ôm ấp thương yêu lá cờ vàng có ba sọc đỏ, còn được gọi là Cờ Truyền Thống và Tự Do của Việt Nam, như là biểu tượng của cộng đồng công dân Mỹ gốc Việt;

Vietnamese people have inherited and preserved one the oldest culture of mankind. The civilization of rice cultivation have existed over 15,000 years, in the heartland between Yangze River and Hoang Ha river. That glorious and brilliant history was recorded on the ancient Bronze Drum, which is a history book, not destroyed by time. The following will be the Oration, part of the traditional Rituals to commemorate Vietnam’s Founding Fathers.

    Con cháu Mặt Trời thời cổ xưa đã điêu khắc tỉ mỉ lên mặt trống và tang trống những hình vẽ chiến sĩ đội mũ lông chim, những chiếc thuyền rồng độc mộc, chim bay chim đứng, đàn hươu nai xinh xắn, người xưa giả gạo… Tất cả những chi tiết mỹ thuật ghi khắc rõ ràng này cho thấy một nền văn minh nước Việt cổ huy hoàng, một xã hội có tổ chức, có triết lý sống hài hòa trong trời đất.

    Trên bàn triển lãm mỹ thuật Việt, có bài biên khảo của học giả Lê Văn Siêu ghi nhận: Trống Đồng là một quyển lịch cổ xưa, tính theo tuần trăng và mùa màng khí tiết. Tại hội trường, có một cái trống “replica” làm bằng giấy, kích thước thật, rực sáng màu nhũ vàng, ánh lên những nét vẻ tỉ mỉ cổ xưa.

    – “Các vua Hùng đã khai sáng Đất Nước và dân tộc Việt Nam, đã 4895 năm, một dân tộc đã thừa kế và bảo tồn một nền văn hóa cổ nhất loài người. Nền văn minh lúa nước đã hiện hữu tại vùng trung nguyên trên 15,000 năm.— “Tất cả dòng lịch sử huy hoàng và kiêu hùng đó, đã được ghi lại trên Trống Đồng, tiếp tục lưu truyền cho con cháu vạn đời sau này. Trống Đồng, một cuốn sử không bị huỷ hoại bởi thời gian, bởi không gian và môi trường. Chỉ có một kẻ thù muốn huỷ hoại Trống Đồng, đó là quân xâm lược Bắc Phương mà ngày nay con cháu họ là Hán Cộng và tay sai của bọn chúng là Việt Cộng”.
